Belief in progress has dwindled in modern times, but sometimes progress actually occurs. The passing of the Homosexual Law Reform Act on this day 20 years ago is such a case. Here is a milestone worth celebrating. On this date the state finally decided it would no longer criminalise an innocent minority. Finally, a society that said it prized freedom and tolerance chose to grant these precious gifts to gay people. True, it took a further seven years before parliament passed the anti-discrimination measures in Fran Wilde's 1986 bill that had been defeated by funk and prejudice. But together, these two law changes represent a victory for enlightenment.
